Harry McQuillan
Chief Executive Officer
Awarded B.Sc (Hons) in Pharmacy from Heriot-Watt University in 1988 and completed a post graduate diploma in clinical pharmacy (community) at Queens University Belfast October 2002.

From July '88 to November '03 Harry undertook a wide variety of roles for Boots The Chemists Ltd.  He has also chaired Health Board committees and served as a member of the RPSGB Scottish Executive. In November 2003 he was appointed National Pharmacy Advisor to NHS 24. There he worked closely with the SEHD and  contractors to lead and introduce the "Urgent Supply of Repeat Medicines through Community Pharmacy" initiative.

Harry was subsequently appointed to the role of Chief Executive Officer of the Scottish Pharmaceutical General Council in July of 2006.

Dr Elspeth Weir
Head of Policy and Development
Graduated (1974) (and 1978) from Strathclyde University. Following experience in hospital, research and as a locum in community pharmacy, Elspeth joined the Pharmaceutical General Council (Scotland) as it then was in 1978, initially as Assistant Secretary with responsibility for the Drug Tariff and the running of the Central Checking Unit. She subsequently took on responsibility for local negotiations and was appointed Deputy Secretary in 1998. Following the organisational review, she was appointed to the post of Head of Policy & Research and acts as the deputy for the CEO in his absence from the office.

Elspeth has been a member of the contract negotiating team since 2003. Her main areas of responsibility are now around contractual policy development and implementation and this includes preparation of responses to the many consultation papers Community Pharmacy Scotland receives.

Elspeth Weir

Alex MacKinnon
Head of Corporate Affairs
Graduated 1975 from Strathclyde University.
Alex previously worked for Lloydspharmacy as Regional Manager and latterly as Head of Government Relations before joining the Scottish Pharmaceutical General Council in 2005. He was a member of the Standing Committee of SPGC from 2001 to 2004 and Vice Chairman of SPGC in 2004. He was also a member of the contract negotiating team during that period. Following the organisational review, he was appointed as Head of Parliamentary and Corporate Affairs and Company Secretary of SPGC Property Ltd.

Alex is now Head of Corporate Affairs for Community Pharmacy Scotland and his main areas of responsibility are around engaging with the Scottish Parliament, working with the Pharmacy Contractor Committees, the development of an effective PR and Press function for the organisation and preparation of consultation responses.

Alex MacKinnon

Carol Farley
Head of Contractor Services

Graduated (1973) from Manchester University.
Carol worked for the Pharmaceutical Society's Department of Pharmaceutical Sciences and in the Pharmaceutical Industry before joining the Pharmaceutical General Council (Scotland) in 1986 to cover Elspeth's maternity leave.  She subsequently worked part-time as Assistant Secretary with responsibilities for Information services, the Drug Tariff and the Central Checking Unit.   In 2005 she was appointed to the full-time post of Head of Contractor Services and is a member of the Senior Management Team. Carol is responsible for twelve members of staff whose duties include providing information to pharmacy contractors and administrative support to the pharmacy contractor committees.  Contractor Services also includes a facility for checking the accuracy of the pricing of dispensed prescriptions.

Jenny O'Donnell
Head of Support Services
Jenny joined the Scottish Pharmaceutical General Council in 1996 as a member of the Checking Unit now known as Contractor Services.  After a year she began helping with administrative duties and in 2000 took on the role of Administrative Assistant.  Following the organisational review in 2004, she was appointed to the post of Head of Support Services.  She previously worked at the Prescription Pricing Division pricing prescriptions and then as a Higher Clerical Officer (Senior Pricer).

Jenny has a wide variety of duties which include Payroll and Accounts, IT Support, Health & Safety, Website maintenance and overseeing reception services to ensure the efficient operation of the building.

Pat Keanie
Executive Assistant
Pat joined the Scottish Pharmaceutical General Council in May 2002 as a prescription price checker. In June 2004 she became Administrative Assistant. Pat was responsible for greeting visitors, answering all incoming calls, collating Monthly mailings and all other general duties relating to this position.

In March 2007 she took up the position of Executive Assistant and is part of the Senior Management Team. Pat's main duties are to support the efficient working of Community Pharmacy Scotland Office Bearers, CEO and Heads of Departments and also to perform a variety of office support and general secretarial duties.

Malcolm Clubb
Policy Development Pharmacist

Graduated 1995 from Robert Gordon University.

Malcolm previously worked for NHS Borders as a Prescribing Support Pharmacist and latterly as a Senior Pharmacist - Primary Care before Joining Community Pharmacy Scotland in 2008.  Whilst in post with NHS Borders Malcolm supported the introduction of the new Pharmacy Contract on behalf of NHS Borders.

Malcolm's main areas of responsibility for Community Pharmacy Scotland are to support the Policy and Development department around contractural policy development and implementation.
