CEL2012_07 This letter provides Regulations and Directions on Patient Rights And Responsibilities (which come into force on 1 April 2012).

CEL2012_06 The purpose of this CEL is to provide a detailed background and rationale for the work programme in terms of quality assurance and quality improvement (Annex A), detail the national, regional and NHS Board roles and responsibilities in relation to governance and scrutiny of the programme (Annex B and C), to alert NHS Boards that the first two sets of tumour specific QPIs for renal and breast cancer, accompanying datasets and measurability criteria have been published to enable data collection to commence for patients diagnosed from 1st January 2012, to advise NHS Boards that all future cancer QPIs will be published on the Healthcare Improvement Scotland website and to inform NHS Boards that the accompanying datasets and measurability criteria for QPIs will be published on the Information Services Division website.

CEL2012_05 The purpose of this CEL is to refresh the guidance issued within HDL(2006)39 in order to clearly mandate the use of national, regional and local contracts where such contracts exist and provide a series of supporting principles which should be adopted by all Health and Special Boards in Scotland in order to support the aim of achieving best value from procurement activity.

CEL2012_04 On 21 October 2011, the Cabinet Secretary for Health, Wellbeing & Cities Strategy announced the decision to commit NHSScotland to substantially increasing the availability of insulin pump therapy across Scotland to ensure equity of access.
